"Put Illinois to
Work" now accepting online applications
Job seekers and prospective employers can
apply online to participate in "Put Illinois to Work," a new
subsidized state jobs program that aims to get more than 15,000
unemployed and under-employed Illinois residents back to work.
There is no cost to employers to
participate in Put Illinois to Work (PIW), which uses federal stimulus
funds to pay workers $10 an hour for 30 hours to 40 hours per week.
Jobs are funded through September 30, 2010. Eligible employers can be
private businesses, public agencies, and tax-exempt organizations,
including religious organizations.
Eligible jobs seekers must be parents of
a dependent child, including non-custodial parents. Also eligible are
18 to 21-year-olds who are parents or living with their families.
Participants must have a household income no more than two times the
federal poverty level (for example, $2,428/month for a family of
two).

Gov. Pat Quinn unveiled the anti-poverty
jobs program April 26, noting it "will provide good-paying jobs
that will help support families and strengthen communities." PIW
is funded by federal stimulus funds allocated to Temporary Assistance
for Needy Families (TANF). Wages earned in PIW will not count against
an employee's TANF or public benefits.
Chicago Coalition for the Homeless (CCH)
proposed the program to the Illinois Department of Human Services, and
worked with state officials on its implementation. The CCH Jobs
Project adapted the concept from a national model it advocated with
the Center for Community Change, a Washington, D.C.-based organization
that advocates for low-wage workers.
"Getting a full-time job is one of
the best ways to end homelessness. That's why we need the program. Now
we have to work to extend program funding for another 12 months,"
said CCH Executive Director Ed Shurna.
